Alcohol Beverage Control Board Actions

District ABC Board Actions – Wards 1 & 2 – Mar. & Apr. 2011

Reported are selected ABC Board actions for Ward 1 & Ward 2 establishments located east of Rock Creek Park and for the Bloomingdale neighborhood portion of Ward 5.

Adams Morgan

4/13/11: Decided that placards should be placed at Class CR (restaurant) licensee Local 16 (1602 U St.) to allow for community input on licensee’s application for a sidewalk café.

4/6/11: Accepted an Offer in Compromise and Settlement entered into between Class B (market/beer & wine only) licensee North Sea Carry-Out Restaurant (2479 18th St.) and the office of the DC Attorney General by which was stipulated that licensee pay a fine of $500. Licensee had been charged with having sold an alcoholic beverage for consumptioni on the premises.

3/2/11: Accepted an Offer in Compromise and Settlement entered into between Class CR licensee Slaviya (2424 18th St.) and the office of the DC Attorney General by which was stipulated that licensee pay a fine of $600. Licensee had been charged with having violated its voluntary agreement and for having no ABC-licensed manager on duty.

3/10/11: As a result of an assault with a deadly weapon insided the premises, Board decided that Class CR licensee Tom-Tom (2333 18th St.) is to maintain at least five security persons as indicated in its security plan; that security video to be stored for 30 days and must respond to ABRA investigator’s requests within 5 days; that ABRA and licensee will submit an assessment for additional cameras within 30 days. Licensee had been charged with failure to follow its security plan and for having violated its voluntary agreement.

3/16/11: Accepted an Offer in Compromise and Settlement entered into between Class CT (tavern) licensee Utopia Bar and Grill (1418 U St.) and the office of the DC Attorney General by which was stipulated that licensee pay a fine of $1,500; the 2-day suspension stayed for one year. Licensee had been charged with having no ABC-licensed manager on duty and for having permitted the consumption of alcoholic beverages in an unapproved manner.

4/13/11: Approved application of Class CH (hotel) licensee Washington Hilton Hotel (1919 Conn. Ave.) for a summer garden with 147 seats.

Columbia Heights

4/13/11: Approved application of Class CT licensee Dave’s Tavern (3423 14th St.) to allow for the following: (1) to increase seating capacity from 50 to 100 in accordance with its updated Certificate of Occupancy; (2) to change trade name from Dave’s Tavern to Zeba Bar & Grill; (3) to change hours of operation, sales, and service on Fri. & Sat. to be 9am-3am; (4) to change hours of entertainment on Fri. & Sat. to be 6am-3am. Also decided that placards should be placed at the establishment to allow for community input on licensee’s application for a summer garden with 32 seats.

Dupont Circle

3/2/11: Approved application of Class CR licensee Current Sushi (1215 Conn. Ave.) to expand its summer garden rooftop space to add a 23-by-20-ft. area to the adjoining, 1217 Conn. Ave. rooftop space.

3/30/11: Approved application Class CN (nightclub) Dirty Martini (1223 Conn. Ave.) for a sidewalk café with 24 seats with hours of operation, sales, and service to be Sun.-Thu. 11:30am-2am and Fri. & Sat. to 3am.

3/9/11: Decided that placards should be placed at Class CR licensee One Lounge (1606 20th St.) to allow for community input on its entertainment endorsement application.

4/13/11: Approved application of Class CR licensee Soho Tea and Coffee (2150 P St.) to change  hours of sale and service to be Sun.-Sat. 11am-2am.

3/30/11: Approved application of Class CH (hotel) licensee The Jefferson Hotel, (1200 16th St.) to change its hours of sales and service to be Sun.-Thu. 11am-2am and Fri, & Sat. to 3am.

Mt. Pleasant

3/2/11: Approved issuance of Stipulated License based on letter of support from ANC 1A for Class CT (tavern) licensee Lou’s Bar and Grill (1400 Irving St.).

U Street Area / Shaw

4/6/11: Accepted an Offer in Compromise and Settlement entered into between Class CR licensee Ambassador Restaurant (1907 9th St.) and the office of the DC Attorney General by which was stipulated that licensee pay a fine of $3,250 ($250 of which as penalty for failing to pay the initially assessed $3,000 within 60 days from 11/6/10); and to serve a 2-day suspension on 4/12/11 & 4/13/11, with an additional 5-day suspension stayed for one year.

3/23/11: Approved issuance of Stipulated License based on letter of support from ANC 2C for Class CR licensee Beau Thai Restaurant (1700 New Jersey Ave.).

3/23/11: Decided that placards should be placed at Class CT licensee Dodge City (917 U St.) to allow for community input on its application for a summer garden with 30 seats.

4/27/11: Approved Amended Entertainment Endorsement for Class CR licensee Tabaq Bistro (1336 U St.) to include dancing.

3/2/11: Accepted an Offer in Compromise and Settlement entered into between Class B (market/beer & wine only) licensee U Mini Market (1351 U St.) and the office of the DC Attorney General by which was stipulated that licensee pay a fine of $600. Licensee had been charged with failure to post pregnancy and legal drinking age signs.

3/30/11: Decided that placards should be placed at Class CT licensee Velvet Lounge (915 U St.) to allow for community input on its application for a summer garden with 30 seats.

Woodley Park

4/20/11: Approved application of Class CR licensee Lebanese Taverna (2641 Conn. Ave) to change its hours of operation inside the premises and on the sidewalk café as follows: (1) for  operation to be Mon.-Sat. 8:30-2am and Sun. to 12 midnight; (2) for alcoholic beverage sales & service to be Mon.-Sat. 11:30am-2am and Sun. 11:30am-12 midnight.
